From the nature of the complaints made to we

from time to time, both directly and indirectly, and in view of the information we have collected from those, who or whose friends have suffered at the hands of the Solicitors' clerks in this Colony, we are strongly of opinion that many of them are more or less guilty of the following malpractices:-

(a).

merely

Inducing minors to borrow money at exorbitant rates of interest against shares in their father's estates. In most cases the minors are paid may 30 to 50% of the value of their shares while promissory notes are made out for the full value, and interest is charged on the full value at unusually high rates be- -sides commission.

(b).

Financing actions in which partnership and estate disputes are involved. In the event of success, the proceeds are divided in equal moiety or in smaller proportions in addition to long bills of costs.

(o). Conspiracy to swindle and impose upon the ignorant residents in this Colony and sometimes new comers to this Colony with the assistance of touts by such means as to intimidate them into parting with their personal interests, or to coach them in dodging the law so as to share in their ill-gotten gains.

Countenancing robbers and smugglers by advising them as to how to baffle the law in order to obtain briefs for their employers, for which they are paid the same commission of 10 to 20% as in the other cases by their employers.

Planning procedure of action for absconding debtors and intending bankrupts to enable them to conceal their assets and to avoid payments. In some cases property was transferred before-hand for a comparatively small consideration on the under-
